T he Copyright Office thoroughly examined many ideas for the reform of the royalty record guinnes worlds com pe mechanism, and concluded as follows. First, the Copyright Office recommends that section 111 be amended to make cable rates as la guinnes world records as possible and record guinnes guinnes record market value.
